Secret.

Canton,

July 24, 1913.

Ch'en Tu Tu last Thursday called officially

on the United States Consul, whence he wash t

to the Jpanese Consulate for luncheon at

which the Japanese Consul, Hongkong, was

also one of the party. His two Japanese

hosts urged him with incessant persistence

to side with Kianghei in the interests

of the Constitution. The result of their

arguments was his declaration of revolt.

Twenty thousand rifles with ammunition

to match had previously been sold by a

Japanese firm to the Local Government.

The above information is absolutely

authentic and has been transmitted by at

least one of my colleagues to Peking: his

Minister, however, gives no credence there to.
